It's regional. He's my best friend in Arkansas. You're my best friend in Maryland. Withahip my best friend in New York, etc, etc.

I'm currently holding a competition for my best friend in Liverpool.

That sounds British--at least it seems to be phrased that way. There is no way to understand completely. I keep having to use British/Liverpool slang translation websites when I read Bunnymen interviews. It looks like English but...I'm sure they feel that way about the, like, way I, like totally talk and stuff.
