I'd say Arcade Fire is the closest modern band in saound to the Bunnymen. Musically and vocally. The wife thought it "Black Mirror" was the Bunnymen.
I was going to say the same thing regarding Flaming Lips, Soft Bulletin has a definite Ocean Rain vibe going on in it. One of the songs has a xylophone that sounds straight out of Seven Seas.
Pavement were more influenced by The Fall, IMO (Stephen Malkmus basically admitted that they ripped off the Fall on Slanted and Enchanted), but their later stuff has some guitar that sounds more in line with The Bunnymen. They would definitely be my favorite band that's been influenced by the Bunnymen that I'm aware of.
I guess the Shins would be my #2 band, although I'm not sure what I think of them after their third album.
