There was one place in particular where left of the dial music was played and as time went on the mix of styles slowly turned "Goth" (everyone else joined in, gave up or went elsewhere). The d.j.s played music for this crowd and the songs played for this local scene back in the day here got called Goth - even if the musician or genre the bands music played.

So even though the Chameleons might not have been Goth, but "Swamp Thing" was definitely considered a Goth song having been played for the dance floor. This story is probably the same everywhere.
