Who what when where why how?

It's just a stock feature of phpbb that we don't use here. It's good for admins or moderators to edit multiple user permissions. Since there is just me, the admin, and no moderators, I just use the Admin control panel which you normally would not give access to a moderator. I think i used it once to send an e-mail out to a group of people without going into each profile and getting the e-mail address.
