It's not a feature that is used all that often from what I've seen.

I know what you mean but I thought it might be a better alternative than to delete posts from anyone wanting to cause trouble.

It does give this false sense of control. Also, if someone quotes the ignored member the posts from the ignored member will display in the new post anyway.
