There are some people for whom heroine substitutes will not be enough to replace the real thing-and as for crack cocaine there is no safe substitute as far as I understand. Hard drugs should be free on the NHS. These decent women (who just happened to be prostitutes) would not have put themselves at risk if drugs were free. I am a moral puritan in my own personal life, but moralists who use the law to impose that morality on the weak usually end up costing people their lives. The legislators who restrict hard drugs have as much blood on their hands as the Suffolk Strangler.

These could be used for extreme activity which even the most degraded prostitute would find unacceptable, and would sublimate the desires of lethal and criminal sexual deviants-of whom, as these women found out, are often among their clients. Terminator style tissue engineered flesh (already a reality) and silent synthetic muscles would make this practical.
If maniacs still wanted to prey on the real thing, these machines could be put on the streets as decoys to give them a nasty surprise.
